The toughest part of the upstream side was getting the boat to stay in a desired location long enough to put out each buoy about 200 feet north of the dam. As soon as a firefighter let off on the gas, Enterline said, the boat would start drifting toward the dam. The depth of the river also changes across the 3,500-foot span. It’s 4-feet deep in some places and 6-feet deep in others.

Of course, there are solutions for almost all these issues. For example, new, LED-based lamps consume twice less energy and last twice as long as the ordinary HPS or HID lamps and this really solves the high consumption problem. The photoelectric sensors will make the lamps light only during the night time. However, now and then, these photo-sensors go out of order or get dusty and then the lamp either won’t turn on, or will work throughout the day.

“In the last few months, there’s been a lot more attention to looking at the climate impact of Belt and Road, looking at the environmental impact,” said Chen, who attended the Beijing forum. The Chinese government has responded by trying to find ways to incorporate more views and input on reducing environmental impacts, including by setting up a new alliance with foreign advice and participation.
